The Supreme Judicial Council approves judicial settlements and promotions, and appoints judges and prosecutors to fill vacancies.

The Supreme Judicial Council held its regular meeting today in the temporary capital, Aden, under the chairmanship of Judge Mohsen Yahya Taleb, the Council’s President.

Participating in the meeting via video conferencing were the President of the Supreme Court, Judge Dr. Ali Ahmed Al-Awash, and the Minister of Justice, Judge Badr Al-Arada.

During the meeting, the Council reviewed reports submitted by the Attorney General, the Minister of Justice, and the Head of the Judicial Inspection Authority regarding performance levels during the first half of 2026. The Council praised the achievements made, emphasizing the importance of further efforts to enhance performance and address shortcomings in the upcoming phase.

The Council also approved the lists for the settlements and promotions due for members of the judiciary, taking into account the observations made by Council members.

The Council assigned Judge Mohammed Abduljabbar Ahmed Saleh Al-Thawir to the role of Deputy Head of the Judicial Inspection Authority for Court Affairs and promoted him to the rank of Supreme Court member.

Additionally, the Council appointed Judge Hassan Ahmed Hassan Ali Al-Shaibani to serve as a judge at the Supreme Court and Judge Abdulkarim Qasem Mahboub to serve as President of the Taiz Governorate Court of Appeals.

In the same context, the Council appointed several judges to serve in courts across various governorates as follows:

**First: Aden Governorate**
1. Judge Ahmed Ali Ahmed Abdulmomen, Judge at the Primary Criminal Court.
2. Judge Obaid Hassan Obaid Ali, Judge at the Primary Public Funds Court.
3. Judge Ezzedine Amin Marai Al-Amwi, Judge at the Primary Administrative Court.
4. Judge Aziz Hassan Mohammed, Judge at the Primary Public Funds Court.

**Second: Lahij Governorate**
1. Judge Zikrayat Abdulkarim Al-Masawi, Reserve Member at the Court of Appeals.
2. Judge Fouad Ali Saleh Al-Qadi, President of the Al-Habilain Primary Court.
3. Judge Bassam Thabet Abdullah Salem, President of the Al-Houta Primary Court.
4. Judge Fidel Mahmoud Ahmed Mohammed, President of the Labous Primary Court.
5. Judge Nazmi Suhaim Abdulkarim Said, President of the Yahr Primary Court.
6. Judge Naela Ahmed Nasser Mahfouz, Judge at the Al-Houta Primary Court.
7. Judge Saleh Nasser Mohammed Mabrouk, Judge at the Al-Houta Primary Court.
8. Judge Al-Khansa Saleh Mohammed Jaafar, Judge at the Al-Houta Primary Court.
9. Judge Nasser Mohammed Abdulrahman Al-Khalidi, Judge at the Labous Primary Court.

**Third: Shabwa Governorate**
1. Judge Abdulhakim Jaabal Mosaed, Judge at the Ataq Primary Court.
2. Judge Saleh Ahmed Saleh Hussein, Judge at the Ataq Primary Court.
3. Judge Abdullah Awad Ali Al-Anbari, Judge at the Ataq Primary Court.

**Fourth: Marib Governorate**
1. Judge Fathi Mohammed Mathna Al-Haidari, Member of the Marib Court of Appeals.
2. Judge Sumaya Ahmed Mohammed Manaa, Member of the Marib Court of Appeals.

The Council also appointed several members of the Public Prosecution to work in various governorates’ prosecution offices as follows:

**First: Aden Governorate**
1. Judge Fahd Abdallah Fadel Ali, Member of the South Aden Court of Appeals Prosecution.
2. Judge Liza Awad Salmin Mubarak, Deputy of Sheikh Othman Prosecution.
3. Judge Khulood Khaled Abdullah Mureisi, Member of the Juvenile Primary Prosecution.
4. Judge Angoula Nasser Ali Kadnash, Member of the Juvenile Primary Prosecution.
5. Judge Ahmed Mohammed Ahmed Ishaq, Member of the Prisons Prosecution.
6. Judge Jameela Abdulaziz Ibrahim Ismail, Member of the Press, Publications, and Electronic Publishing Prosecution.
7. Judge Hani Ishaq Abdulaziz Dawood, Member of the Primary Industry and Trade Prosecution.
8. Judge Samir Abdullah Issa Abdullah, Member of the Public Funds Prosecution.
9. Judge Amira Salem Obaid Al-Saami, Member of the Central Prison Prosecution.
10. Judge Hanan Mohsen Abdullah Saad, Member of the Al-Mualla Primary Prosecution.
11. Judge Alaa Ahmed Mohammed Sarour, Member of the Al-Tawahi Primary Prosecution.

**Second: Abyan Governorate**
1. Judge Abdulrazzaq Sultan Mohammed Al-Maqtari, Member of the Appeals Prosecution.
2. Judge Al-Khader Ahmed Saleh Haidara, Member of the Appeals Prosecution.
3. Judge Abu Bakr Salem Ali Al-Nimr, Member of the Jaar Primary Prosecution.
4. Judge Nizar Ahmed Abdulqader Al-Hafra, Member of the Jaar Primary Prosecution.
5. Judge Mohammed Abdullah Alawi Al-Bahshi, Member of the Zinjibar Primary Prosecution.

**Third: Lahij Governorate**
1. Judge Suhaim Abdulkarim Said Mohammed, Member of the Appeals Prosecution.

**Fourth: Al-Hudaydah Governorate**
1. Judge Yasser Ahmed Mohsen Ali, Deputy of the Hays Primary Prosecution.

In line with reinforcing the principle of accountability and judicial discipline, the Council decided to lift the immunity of a judge and authorized an investigation into alleged criminal acts.

The Council reviewed a report from the Head of the Medical Care Fund and decided to refer it to the Secretary-General for review and auditing of the financial data contained therein, with necessary observations to be made.

The Council also addressed the issue of defamatory content against the judiciary and its members on social media, instructing the Attorney General to initiate criminal proceedings against those whose posts contain legally punishable content.

In the same vein, the Council stressed the need for judiciary members to adhere to its previous decision regarding publication regulations and tasked the Head of the Judicial Inspection Authority with taking necessary actions against any violations.

The Council also discussed several grievances submitted by judges regarding warnings issued by the Judicial Inspection Authority and took necessary corrective measures.

Furthermore, the Council deliberated on several issues aimed at developing judicial work, took necessary measures, and approved the minutes of its previous meeting.
